1. Project overview and scope of tender

1.1 Project Overview:

Hubei Energy Group Ezhou Power Plant Phase III 2×1050MW ultra-supercritical coal-fired unit expansion project The EPC general contracting project is located on the south bank of Huangjiaji, about 2km northeast of Gedian Economic Development Zone, Ezhou City, Hubei Province.

The construction scale of this period is 2×1050MW domestic ultra-supercritical coal-fired condensing type fire-fighting unit. Simultaneous construction of desulfurization system and denitrification device is an expansion project that has been carried out in the first-stage and second-stage expansion units.

1.2 The scope of this tender:

2. Bidder's main qualification requirements

2.1 Qualifications and Qualification Conditions that Bidders Should Have at the Same Time:

2.1.2 Qualification requirements: A bid section to a bid section must be a manufacturer that has been reviewed and approved by the relevant state agencies to design and manufacture the corresponding tendering equipment; the 7th bid section and the 8th bid section must be reviewed and approved by the relevant state authorities. Manufacturers with the ability to design, manufacture or integrate corresponding tendering equipment. The bidders in one bid segment to five bid segments, seven bid segments and eight bidders must have valid relevant industry licenses; the bidders in the sixth bid segment must have special equipment manufacturing licenses.

2.1.3 Financial Requirements: Bidders must have good financial conditions.

2.1.4 Performance Requirements:

A tender section (emergency diesel generator set): The bidder shall have the same or similar equipment for manufacturing and tendering equipment, and apply for the performance of 8 sets of domestic thermal power generating units with a 600MW (or above) level, and not less than 4 of them 1 year and above (1 set of equipment in 1 set).

Bid Section (dry-type transformers): Bidders shall have the same or similar equipment for manufacturing and bidding equipment, and be used for the performance of two sets of contracted thermal power generating units of 1000 MW (or above) in China, and no less than one set of them shall be put into operation. 1 year or above (1 thermal power project is counted for 1 set, and the number of individual project equipment is not less than 20).

The third tender section (electrical monitoring management system and clock synchronization system): The bidder shall have equipment for the manufacture of electrical monitoring and management system, which shall be used for the performance of 4 sets of domestic thermal power generating units of 600 MW (and above), and of which not less than 1 Put into operation for 1 year and above (1 thermal power project is calculated in 1 set).

4. Bid Section (electric water filter): The bidder shall have the same or similar equipment for manufacturing and tendering equipment, and shall apply for 4 sets of contract performance for domestic 300MW (or above) grade thermal power generating units, and not less than 2 1 year and above (1 thermal power unit with 1 set).

Fifth tender section (temperature reducing and decompression device): The bidder shall have the same or similar equipment for manufacturing and tendering equipment, and shall be applied to the 4 sets of contract performance of domestic 300MW (or above) grade thermal power generating units, of which not less than 2 sets. It will be put into operation for 1 year and above (1 unit for a thermal power unit).

Sixth tender section (pressure vessel and atmospheric pressure vessel): The bidder shall have the same or similar equipment for manufacturing and tendering equipment, and apply for 4 sets of contract performance for domestic 300MW (or above) grade thermal power generating units, of which not less than 2 Put into operation for 1 year and above (1 unit for a thermal power unit).

7 bid section (coal transport program control system): The bidder shall have a complete set of thermal power and coal transport program control system, which shall be applied to 4 sets of domestic 300MW (or above) grade thermal power generating units (including bus control mode performance of not less than 2 sets). Performance, and not less than 2 units put into operation for 1 year and above (1 thermal power project in 1 set).

Eight tenders (coal-bearing wastewater treatment facilities): The bidder must have the same or similar equipment for manufacturing and tendering equipment, and apply to 4 sets of contract performance for domestic 300MW (and above) thermal power generating units, and no less than 2 sets of them. It will be put into operation for 1 year and above (1 thermal power project is counted for 1 set).

2.1.5 Credit requirements: 1. It has good bank credit and business reputation, and is not in the state of being ordered to suspend business, assets being taken over, frozen or bankruptcy. 2. The bidder has not been included in the "List of Executors Who Failed the Trust" in the Supreme People's Court China Implementation Information Network in the past three years. 3. In the past three years, it has not been publicly criticized by the competent authorities and project units for safety, quality, delivery schedule and contract performance. 4. No fraudulent bids or serious breaches of contract in the last three years

3. Acquisition of tender documents

3.1 The bidding documents are scheduled for sale from March 19, 2016 to March 29, 2016. This project adopts online bidding. The deadline for online registration is March 18, 2015 at 18:00; online registration.
