The National Development and Reform Commission announced yesterday the "Government Formulation of Price Hearing Measures" (draft for comments) and publicly solicited opinions from the public. The relevant measures are clear. When the pricing authority initiates a pricing hearing, it shall submit a pricing hearing plan and a pricing cost supervision and examination report to the government price department.
The proponent may propose the relevant provisions of the pricing hearing, and the pricing hearing plan may be proposed by the pricing authority or by the pricing adviser to the pricing authority.
The pricing hearing plan should include: (1) the specific project that proposes the price setting; (2) the current price and the proposed price, the unit price adjustment and the price adjustment; (3) the basis and reason for the proposed price; ) The production and operation costs and financial management materials related to the hearing project in the past three years; (5) the analysis of the economic and social impact of the proposed price; (6) Other information related to the formulation of prices.
The hearing will be sent to the 15th day before the completion of this report. The government price department shall promptly conduct a formal review of the pricing hearing plan submitted by the department. Before the hearing is held 15 days ago, the government price department shall serve the participants of the hearing service with the conclusion of the pricing cost supervision.
The National Development and Reform Commission recently stated that it will continue to promote price legislation, formulate supporting laws and regulations of the Anti-Monopoly Law, and at the same time revise the central and local pricing catalogues to scientifically and reasonably determine government pricing power and scope of application.
The price intervention policy continues. The National Development and Reform Commission recently stated that it will continue to stabilize the prices of goods and services managed by the government and strictly control the chain reaction of refined oil and electricity price adjustment.
