Shanxi is an important energy and raw material supply base in China. However, due to the long-term development of high-intensity resources and related policies, traditional pillar industries have short chains, heavy-duty structures are prominent, and emerging competitive industries are not competitive in the market. The coal-based and diversified development strategy has not yet been fully formed, which affects the sustainable development of Shanxi's economy.

On April 3, the "Shanxi Province Large-scale Direct Power Supply Pilot Project" was issued and implemented. This means that Shanxi province has taken substantial steps toward the large consumer direct power supply pilot. According to the plan, the first benefit of this pilot is the coal-electricity-photovoltaic industry and the coal-electricity-chemical industry. Shen Ruitao said that this will help Shanxi achieve industrial restructuring. We also hope that the state will approve the construction of a self-contained power supply project in Shanxi, improve the energy-saving and emission reduction index system, and help transform Shanxi.

Reporter: Why does the number of hours of power generation in Shanxi decline year by year? What impact does this have on Shanxi's economy?

Shen Ruitao: Though the advantage of Shanxi's power resources is obvious, it is not enough to use it when the economic situation is good, and it needs to be overloaded. However, when the economic situation is not good, the number of electricity users decreases, and we have to take the initiative to run out to do the work. We hope that users will increase their electricity use. On the one hand, they will increase their power transmission. On the other hand, they require province-owned enterprises to use extra power.

In 2012, the province's total power generation was 253.5 billion kwh, with 31.5% of its electricity output outside the province. After the implementation of the coal and electricity co-operation strategy, although the contradiction between coal and electricity has been eased, the average hour of power generation utilization has been declining year by year. In 2012, the average utilization hours of thermal power units in the province was only 5026 hours, a year-on-year decrease of 250 hours, and it was not able to reach the optimal operation level. condition.

At the same time, industrial electricity consumption is affected by the national electricity price policy, the cost of electricity charges in raw material processing companies remains high, and the market competitiveness of products is relatively weak. It is difficult to turn electric power advantages into resource advantages. The development of Shanxi's real economy faces a new bottleneck in electricity price control.

Reporter: Can you eliminate this bottleneck by starting direct electricity purchase?

Shen Ruitao: We need more than just direct electricity purchase trials. My suggestion is to first approve Shanxi to provide pilot power for large-scale direct users and to give policy inclinations. Simplify the approval process. The relevant government departments of the country have carried out the principled approval of the pilot project for large consumer direct power supply in Shanxi Province. The Shanxi Provincial Government has formulated specific pilot programs in accordance with the relevant regulations of the state, determined the pilot enterprises and pilot prices, and reported them to the relevant national departments for the record. In addition, it is agreed that Shanxi will include raw material processing enterprises such as iron and steel, electrolytic aluminum, polysilicon, and coal chemical in line with the national industrial policy as major users of direct-operated pilot enterprises, and will expand its downstream industrial chain.

The second is to approve Shanxi to build its own power supply project. For the new planned thermal power projects, the coal resources must be matched, and they should be guided to associate with the neighboring raw material processing enterprises, and the construction of the company's own power plants should be approved, and the power supply to the associated raw material processing enterprises should be provided. For the public power plants that are currently operating, if their main investment bodies still have other advantageous raw material processing industries, they agree to convert these public power plants into their own private power plants and supply power to their raw material processing enterprises.

Reporter: The direct purchase of electricity by large users is mainly in high-energy-consuming industries. Does this have no impact on the decomposition target of the total energy consumption control in Shanxi Province?

Shen Ruitao: Yes. Most of Shanxi's industries use high energy consumption as a carrier, and coal coke, metallurgy, and chemical building materials add up to more than 94% of the total. Compared with other fraternal provinces and cities, Shanxi has been greatly affected by energy efficiency indicators. In other words, we are really hard to find difficult.

In particular, the current assessment indicators have previously been evaluated by the unit energy consumption. If the assessment is based on the total amount of energy consumed, once the electricity is used up, the impact on Shanxi's economy will be considerable. Therefore, we hope to improve the energy saving and emission reduction index system.

Reporter: Does the total coal consumption control affect the economy of Shanxi?

Shen Ruitao: The total amount of coal will not be controlled. Shanxi's coal is not the same as other provinces. For example, Inner Mongolia is also a big coal producing area, but its coal quality is not as good as Shanxi. In Shanxi, the calorific value of the Jurassic coal is 7,000 and 8,000 calories, and the maximum 5,500 kcal in Inner Mongolia is far behind.

In addition, one of our main varieties is primary coking coal, which is also high-quality coal. As a market, the same price, the user is still willing to choose coal in Shanxi. There is no problem with the competitiveness of Shanxi's coal. The key lies in our desire for a successful transition. This requires the country to give us certain supporting policies to help get rid of the development difficulties of resource-based regions.
