Wuhan, China, October 29, 2010-Wuhan East Lake New Technology Development Zone Management Committee and SMIC Integrated Circuit Manufacturing Co., Ltd. (referred to as "SMIC", NYSE Stock Code: SMI, Stock Exchange of Hong Kong Stock Exchange Code: HK0981) A cooperation agreement was officially signed at Wuhan Donghu Hotel. Wuhan Fang and SMIC will implement a joint venture in Wuhan Xinxin Integrated Circuit Manufacturing Co., Ltd.'s 12-inch wafer production line by cash injection.

As early as 2006, SMIC began cooperation with Wuhan. The government-funded construction of Wuhan Xinxin's 12-inch integrated circuit wafer production line was entrusted to SMIC management. The project was completed and put into production in September 2008. The speed and quality of the construction of the special project and the operation of the production line have reached the industry standard. The signing of the contract expresses the high consensus and firm belief of the Wuhan Municipal Government and SMIC's new management team on the basis of the scientific development concept for the project to move towards benign and healthy development.
The joint venture company to be established strictly follows "Corporate Responsibility, Profit First" to plan business development. The product technology of the joint venture company will be synchronized with market demand, and capacity planning will be in line with the industry's profitable development law. The joint venture company will mainly produce integrated circuits with 65-40 nanometer technology. Within three years after the joint venture, it will reach the goal of 45,000 pieces per month.
The joint venture is a new starting point for SMIC and the Wuhan government to achieve a win-win situation. This factory will be an important strategic fulcrum for SMIC's five-year development plan to "strengthen and grow bigger" and will become a reliable platform and an important partner for high-end wafer manufacturing in Wuhan, Hubei, China and the world.
SMIC and Wuhan City will cooperate more closely and extensively, including personnel training, chip design and industrial chain improvement, to promote the development of the optical valley economy and promote the upgrade of the information technology industry in Hubei Province. In the development strategy of the East Lake High-tech Zone to build "National Independent Innovation Demonstration Zone" and "China Optical Valley", it has become the engine of innovation.
