Wusiyu has a coal mine production capacity of 2.4 million tons/year and is located in the Wusiyangao uplift area in the central Wulangaer coalfield of Ordos, Inner Mongolia Autonomous Region. The administrative division is within the jurisdiction of Wusiluogao Village, Zhaojun Town, Dalateqi, Ordos City. , its geographical coordinates are:

North latitude: 40°06′30′′-40°11′45′′
In the northwestern part of the coal mine, there is the Wusiluo Block Village, and the Jiephai (Jiefangtan-Chai Deng) highway passes through the area. The traffic is convenient. It is 80 kilometers north from Baotou City, 70 kilometers south from Ordos City and adjacent to the famous Kubuqi. Desert, convenient traffic conditions.
The mine uses inclined well single-level development. Arrange three main shafts (main inclined shaft 14°, auxiliary inclined shaft 6°, return inclined shaft 18°) at the main site of the industrial site. The three wells are located on the No. 6 coal seam behind the coal. Transportation, auxiliary transportation and return airways form a mine development system. The mining face adopts long-wall retreat type coal mining method and comprehensive mechanized caving coal mining technology. All the roofs are managed by the top-down method.
Since the end of June 2013 in the Wusiyu Block coal mine, the mine has been completely shut down. The fully mechanized coal mining and excavation work surfaces have now all been withdrawn and closed. At present, the system of mine ventilation, drainage, power supply and heating is complete, and only simple roadway maintenance and equipment maintenance work is performed.
1.2 Bidding scope
The main equipments that need to be evacuated downhole include a main well belt conveyor, a northern conveyor belt conveyor, and W6102 digging tape conveyor; underground central substation equipment, central pump room equipment, and fire material storage equipment. Nitrogen injection chamber equipment; water supply and drainage system, power supply system, security monitoring system, water supply and rescue system, pressure relief system, communication system, etc.
After all underground equipment and pipelines were pulled back and raised, a set of permanent fire-proof seals were constructed at a position 20 meters from the wellhead of the three wells. A sealed wall was constructed at the wind tunnel and safety exit. After the closed construction, the sealed wall was filled with loess in the 20-meter space at the wellhead, and a 0.37-meter-thick airtight seal was constructed at the wellhead. A total of 8 closed walls are required to construct and fill 870 cubic meters of loess.

2. Bidder qualification requirements
2.1 General Terms of Qualification Examination
2.1.1 The bidder must have the qualification of an independent legal entity of the People's Republic of China.
2.1.2 has good bank credit and business reputation, is not in the state where the property was taken over, frozen or bankruptcy, and is not in the period of administrative penalty for prohibiting bids;
2.1.3 Bidders cannot participate in bids as subcontractors of other bidders. The person in charge of the unit is the same person or a different unit that has a controlling or managing relationship, and may not participate in the bid for the same tender item or for the same tender item that is not divided into bid sections.
2.1.4 Bidders shall not be in the relevant administrative penalty period; bidders may not have bad records in China Huaneng Group Corporation and North United Electric Power Co., Ltd.;

2.1.7 According to the “Notice of Inquiries about the Full Implementation of Bribery Files in the Tendering and Bidding Activities†in the No. 3 Document of the China High Council for Inspection and Quarantine [2015], the successful bidder is requested to provide his/her residence within 10 days after receiving the bid notice from the bid solicitor. Proceedings of the People's Procuratorate issued by the legal representative of the unit, the bribery crime file query notice letter. If no search result is submitted or if there is a criminal record of bribery, the qualification will be cancelled;

1) The company must have the qualification of third-level or above for the general contracting of the construction of the mine project issued by the construction administrative department;

3) The proposed project manager must have a Grade-II and above registered builder certificate and an effective safety production assessment certificate;
4) The company has coal mining equipment downhole or installation engineering construction performance;
5) No major safety and quality accidents occurred during the past three years, and there were no illegal subcontracting, subcontracting contracts, or various economic disputes;
