6. Prequalification conditions:
(1) The applicant must be an independent legal entity registered in the territory of the People's Republic of China. This tender does not allow the consortium to bid;
(2) The applicant must submit an application for pre-qualification (with the signature of the legal representative or his authorized representative and with the official seal);
(3) The applicant must submit a legal representative certificate and a legal representative's power of attorney signed by the legal representative and affixed with the official seal (if the legal representative personally signs the prequalification document, only the legal representative certificate must be submitted);
(4) The applicant must submit a valid business license for the legal person, whose business scope covers the bidding content;
