2. Suppliers participating in government procurement activities shall meet the following conditions:

(3) Have the equipment and professional technical skills necessary to perform the contract;

(4) Have a good record of paying taxes and social security funds in accordance with the law;

(5) In the three years prior to participating in government procurement activities, there were no major illegal records in business activities.
