The Measures stipulate that the target of financial subsidies refers to LED lighting product demonstration projects implemented by town streets or non-government units and enterprises, and which are implemented for less than one year, including roads, plazas, underground parking lots, tunnels, office buildings, and commercial buildings. Buildings, etc. The projects in which the municipal finance participates in the investment or have been funded are not included in the scope of subsidies for this measure.

The "Measures" have made special requirements for LED product suppliers - LED lighting products must be included in the "Dongguan City Priority Purchase Product List"; LED lighting product suppliers and agreements supply prices should be generated through tendering and so on.

In terms of subsidy standards and quotas, the government will select key areas to implement relevant demonstration projects in batches each year. The municipal finance will subsidize 10% of the approved LED lamps prices; non-government units and enterprises participate in demonstration projects and purchases meet Dongguan standards. 30% of the price of LED lamps is subsidized.

If the total amount of lamps for a single project is less than 10 million yuan, the maximum financial subsidy shall not exceed 3 million yuan; the total amount of lamps for a single project shall be between 10 million yuan and 50 million yuan, and the maximum financial subsidy shall not exceed 6 million yuan; For more than 50 million yuan, the maximum financial subsidy is no more than 10 million yuan.

Application for approval: Disqualification within 3 years from fraudulent subsidy

According to the method, applicants will be accepted in March and September each year. Those who wish to apply can submit written materials and submit them to the Municipal Science and Technology Bureau's business acceptance window in three copies after approval by the Municipal Urban Management Bureau.

If the project included in the annual demonstration project implementation plan has not been completed within half a year of implementation, the Municipal Science and Technology Bureau will no longer accept applications for subsidies.

The Dongguan Municipal Science and Technology Bureau and the Municipal Urban Management Bureau will review the LED lighting product demonstration project that applies for subsidies, determine the list and quota of the proposed subsidy project, and submit it to the Municipal Finance Bureau for review.

For violations of financial disciplines, false reporting, fraudulent, interception, misappropriation, and seizure of special funds, once discovered, the Municipal Science and Technology Bureau, the Municipal Urban Management Bureau and the Municipal Finance Bureau will report, cancel projects, and recover project funds, depending on the circumstances. Cancellation of application within the year and the inclusion of the relevant responsible person in the list of untrustworthy; if it constitutes a crime, it shall be transferred to the judicial organ for handling according to law.
