**Notice of Tender for the Acquisition of Transformer Inductive Filtering and Compensation Integrated System (110kV) Equipment Purchasing Project for Hunan Xiangxiang Wuzhongshan Wind Farm Project (Second Time)** **Tender Conditions** The Hunan Xiangxiang Wuzhongshan Wind Farm Project has been approved by the Xiangxiang Development and Reform Bureau under document Xiangxiang Development and Transformation and Energy [2015] No. 10. The project is funded through the company’s own financing. The tendering entity is Xiangdian New Energy Co., Ltd. The project meets all necessary conditions, and this is the second public bidding for the procurement of the transformer inductive filtering and compensation integrated system (110kV) equipment. **Project Overview and Scope of Tender** **2.1 Project Overview:** The Wuzhongshan Wind Farm is located in Yueshan Town, Xiangxiang City, Hunan Province, with geographical coordinates ranging from 112°9.848′ to 112°17.339′ E and 27°43.741′ to 27°52.871′ N. It is approximately 43.2 km southeast of the Xiangxiang urban highway. The site is well-connected, with provincial highways S311 to the northeast, G60 Shanghai-Kunming Highway to the southeast, and S312 nearby. The wind farm has a total installed capacity of 50 MW, consisting of 25 wind turbines each rated at 2,000 kW. A new 110 kV booster substation will be constructed, connected via a 110 kV line (model LGJ-300, length 9 km) to the Jinping 110 kV substation. An 80 MVA main transformer has been built to accommodate future projects. The main transformer is a three-phase on-load tap-changing step-up transformer with an inductive filter winding. It uses ONAN cooling and is designed to suppress harmonics effectively. The high-voltage side connects to 110 kV outdoor GIS equipment, while the 35 kV side connects to copper busbars and cables. The transformer is placed outdoors, with its neutral point grounded through a grounding switch. The wind farm operates under a "no one on duty" principle, requiring all equipment to meet this standard. **2.2 Scope of Bidding:** The bid includes the inductive filter and compensation system, one set of inductive filter compensation device, one intelligent control system for the transformer, one set of main transformer neutral equipment (including arrester, current transformer, grounding switch, discharge gap), insulation oil, cable brackets, inrush suppressor, spare parts, design, manufacturing, testing, pre-assembly inspection, packaging, shipping, on-site installation, testing, commissioning, technical documentation, training, and after-sales service. **2.3 Delivery Location:** The designated location is the Wuzhongshan Wind Farm in Xiangxiang, Hunan. **2.4 Delivery Method:** Delivery by truck to the construction site, including placement of the main transformer. **2.5 Planned Delivery:** Within two months after signing the contract. **2.6 Division:** Standard division. **3. Qualification Requirements for Bidders** 3.1 Bidders must have independent legal status, valid business license, and registered capital of no less than RMB 20 million. 3.2 Bidders must possess the technology, design, and manufacturing capabilities for the power transformer inductive filtering and compensation system, along with relevant patents or authorization. 3.3 Bidders must have experience with at least three sets of similar products, with successful operation under comparable or stricter conditions. They must provide end-user certificates or contact details for verification. 3.4 Bidders must have qualified personnel with experience in design, testing, manufacturing, quality control, and on-site installation. 3.5 Bidders must have sufficient design capability, testing equipment, and the ability to fulfill the contract according to schedule and quality standards. 3.6 Bidders must not have any record of dishonesty, suspension, disqualification, or bankruptcy. 3.7 Bidders must not have committed fraud, serious breaches, or major safety issues. 3.8 Bidders must have good financial standing, with at least RMB 3 million in liquidity. Audited financial statements are required. 3.9 Fraudulent bidders may face contract termination and legal investigation. 3.10 Consortium bids are not accepted. 3.11 Bidders with the same legal representative or affiliated companies cannot submit joint bids. **4. Evaluation Methods** The evaluation method is comprehensive assessment. **5. Bid Security** 5.1 The bid security amount is RMB 10,000. 5.2 Payment method: Bank transfer. **6.
