2. Bidder qualification requirements

2.7 The project does not accept bids from the Consortium. Subcontracting and illegal subcontracting are not allowed.
2.8 The unit responsible person is the same person or different unit that has a controlling or management relationship, and may not participate in the bid for the same tender item or the same tender item that is not divided into bid segments;
