**Notice of Tender for the Procurement of Transformer Inductive Filtering and Compensation Integrated System (110kV) Equipment for the Hunan Xiangxiang Wuzhongshan Wind Farm Project (Second Time)**
**Tender Conditions**
The Hunan Xiangxiang Wuzhongshan Wind Farm Project has been approved by the Xiangxiang Development and Reform Bureau under Document No. [2015] 10, with funding sourced from the company's own financial resources. The tenderer is Xiangdian New Energy Co., Ltd. The project meets all the necessary conditions for bidding, and a second public tender will be conducted for the procurement of the transformer inductive filtering and compensation integrated system (110kV) equipment.
**Project Overview and Scope of Tender**
**2.1 Project Overview:**
The Wuzhongshan Wind Farm is located in Yueshan Town, Xiangxiang City, Hunan Province, with geographical coordinates ranging from 112°9.848′ to 112°17.339′E and 27°43.741′ to 27°52.871′N. The site is approximately 43.2 km southeast of the Xiangxiang urban area, offering convenient access via major roads such as S311, G60, and S312. The wind farm has an installed capacity of 50 MW, consisting of 25 wind turbines, each with a capacity of 2 MW. A new 110kV booster substation will be constructed, connected to the 110kV Jinping Substation via a 9 km LGJ-300 line. An 80 MVA main transformer will also be installed to accommodate future expansion.
The main transformer is a three-phase, on-load tap-changing step-up transformer with an ONAN cooling system and a rated capacity of 80 MVA. It features an inductive filter winding to suppress harmonics generated by the load, reducing harmonic currents significantly. The high-voltage side connects to outdoor GIS equipment, the 35kV side to copper busbars, and the filter side to 35kV cables. The main transformer is placed outdoors, with its neutral point grounded through a grounding switch. The entire wind farm is designed for minimal on-site personnel, requiring all equipment to meet "no one on duty" standards.
**2.2 Scope of Bidding:**
The tender includes the supply of an inductive filter and compensation system, a single set of inductive filter compensation device, an intelligent control system, a set of main transformer neutral equipment (including arresters, current transformers, grounding switches, etc.), insulation oil, cable brackets, surge suppressors, spare parts, design, manufacturing, testing, pre-assembly inspection, packaging, transportation, on-site installation, testing, commissioning, technical documentation, training, and after-sales service.
**2.3 Delivery Location:**
The designated location is the Wuzhongshan Wind Farm in Xiangxiang, Hunan.
**2.4 Delivery Method:**
Delivery to the construction site, including the main transformer placement.
**2.5 Planned Delivery:**
Within two months after signing the contract.
**2.6 Standards:**
Compliance with national standards.
**3. Qualification Requirements for Bidders**
3.1 The bidder must have independent legal status, valid business license, and registered capital of no less than RMB 20 million.
3.2 The bidder must possess the technology and capability to design and manufacture the power transformer inductive filtering and compensation system, along with relevant intellectual property rights or authorization.
3.3 The bidder must have operational experience with at least three sets of similar systems, with successful operation under comparable or more stringent conditions. Proof of operation must be provided in the bid documents.
3.4 The bidder must have qualified professionals with experience in equipment management, design, testing, manufacturing, quality control, and on-site installation and commissioning.
3.5 The bidder must have sufficient design capabilities, testing equipment, and on-site assembly and debugging capabilities.
3.6 The bidder must not have any history of dishonesty, suspension, revocation of bidding qualifications, or bankruptcy.
3.7 The bidder must not have engaged in fraudulent practices, serious contract breaches, or major safety incidents.
3.8 The bidder must have a sound financial position, with liquidity of at least RMB 3 million, supported by audited financial statements.
3.9 Fraudulent bids will result in contract termination and legal investigation.
3.10 Consortium bids are not accepted.
3.11 Bidders with related legal entities cannot submit simultaneous bids.
**4. Evaluation Method**
The evaluation method is a comprehensive assessment.
**5. Bid Security**
5.1 The bid security amount is RMB 10,000.
5.2 The deposit must be transferred via bank.
**6. Bidding Period**
From December 13, 2017, to December 19, 2017, at 17:00 Beijing Time.
