Second, the tenderer is Anhui Water Conservancy Development Co., Ltd. First Engineering Branch.

Third, the scope of the tender includes the construction and installation of urban road lighting projects such as Fanwan Road, Dongxu South Road, Fuqiang Road (from Zhongyuan Road to Shunhe Street), Heping Road (from Xinyang Road to Renmin Road), Jiefang Road (from Xinyang Road to Renmin Road), Daqiao North Road (from Shenyang Road to Shaying River Bridge), Xinyang Road (from Dongsheng Road to Dongmao Road), and Zhongyuan Road (from Linyi to Dongsheng Road). The project also involves the replacement of street lamp distribution boxes, procurement, installation, and commissioning of street lights and power cables. Two teams were selected for this tender, and the workload was temporarily divided equally between them. The project team conducted an on-site inspection of the teams' production capacity, which exceeded the assigned workload. It is important to note that the bid did not accept consortium bids.

Fourth, the qualification requirements for bidders are as follows:

1. Bidders must be manufacturers or agents with professional capabilities in supplying, installing, and providing after-sales service for urban and road lighting engineering.

2. The bidder must possess the necessary equipment and technical expertise to fulfill the contract. They must either be the manufacturer of the goods being tendered or an authorized agent (agents must provide a power of attorney from the manufacturer).

3. Bidders must have independent legal status and hold valid business licenses and tax registration certificates.

5. Teams that received an "unqualified" rating in performance evaluations conducted by Anhui Water Conservancy Development Co., Ltd. and its affiliates will be considered invalid bids.
