Artificial intelligence applications in judicial cases can improve work efficiency

Remote review, trial, delivery system, shift from three to one line to home without leaving; intelligent voice recognition system, from the code block to smart entry; legal documents intelligent proofreading system, synchronous audio and video intelligent review system, from the manual proofreading Changed to intelligent review; wisdom public prosecution assisted case handling system, changing from experience handling cases to rules... This is the magical power of the intelligence aided case handling system of Hangzhou Procuratorate in Zhejiang Province. Prof. Gu Xuefei, party secretary and procurator of the Hangzhou Municipal People's Procuratorate, briefed the reporter from Legal Daily, Hangzhou, with the public prosecution case as the entry point, and the deep integration of standardization and informatization as the path to develop an intelligence-assisted case handling system to explore artificial intelligence in judicial case handling activities. The application of the "Quatrily Quotations" played by wisdom, effectively improved the level of modernization of the procuratorial work in Hangzhou. Early in the morning, Wang Qiang, a prosecutor of Jianggan District People's Procuratorate, used a remote arraignment system to conduct a video review of a dangerous driving suspect. After the interrogation ended, they quickly returned to the office to continue to handle other cases. No time wasted because of the rushing and any waiting on the road. “Before handling a case, half or more of the time has to be spent on round trips and waiting.” said Bao Jian, chief of public prosecution office at the People’s Procuratorate of Hangzhou, “through a remote arraignment and trial system, from past detention centers, courts, and procuratorates. The three-point line to the current point-to-point, not only saves litigation costs, but also improves the efficiency of handling cases." Since 2015, the prosecution agencies of Hangzhou have taken advantage of the rapid reform of criminal case trial procedures. With the support of the municipal party committee and the Political and Law Commission, 14 basic-level hospitals in the city have been completed and used HD remote arraignment, remote trial, and long-distance delivery. "Three far away and one network" system has greatly improved work efficiency. After the morning session, Jiang Qi, assistant to the public prosecutor of Hangzhou Huzhou Public Prosecutor’s Office, opened the intelligent speech recognition system. He read the interrogation transcripts continuously. At the same time, a paragraph of text was automatically generated in the “Lee's suspected burglary case review report” document. Since August 2016, according to the highest inspection deployment, the Hangzhou prosecution agency has actively carried out pilot application of intelligent voice technology in six grass-roots hospitals, converted the voice input into text in real time, and effectively improved legal documents and cases such as arraignment and closing reports. The timeliness, accuracy, and comprehensiveness of the discussion and the minutes of the inspection committee, etc. “A lot of cases involve more than a dozen books. The production of interrogation transcripts, review reports and other documents often occupy a large amount of time and effort for public prosecutors. The intelligent voice recognition system significantly reduces the burden on the public prosecutor's text entry.” Jiang Qi has Personal experience. By the end of the pilot phase in July 2017, Hangzhou prosecutors had tried 1,064 cases, accounting for 36.7% of the national trials. By applying the intelligent speech recognition system to the production of review reports, a total of 766 copies of 2.08 million words have been implemented in the translation review report, with an accuracy rate of over 91%. The pilot work was the highest inspection as a typical case of “Wisdom Prosecution” to promote the country. At present, the system has been promoted in the city's procuratorial organs. Marking is a relatively large amount of work in the public prosecution case and takes a long time. Zhang Jun, chief of the technical department of the Hangzhou Procuratorate, introduced that through the intelligent public prosecutor's aid case handling system, when the public prosecutor was doing the transcript entry, he could grab the relevant content from the electronic dossier to the transcript record without having to turn the page or type. The system also summarizes 15 categories of more than 100 risk points for handling cases, intelligently proposes sentencing suggestions, and can also automatically generate test reports, indictments, and other types of documents in one click. A small step in the application of modern science and technology can advance a big step forward in judicial civilization. At present, the intelligent investigation and supervision and the Wisdom and Ministries-assisted case handling system are being put into trial operation. The Hangzhou prosecution agency will continue to explore and practice, change manpower by machines, increase intelligence by intelligence, and strive to create a Hangzhou sample of “smart inspections”.
